Verify that caps are being created when an alert is edited

Create tests to ensure that editing an alert through the api result in related caps being edited / updated

Acceptance Criteria

• [ ] test when a new alert is created it should also create a corresponding cap
• [ ] test when an alert is edited a new corresponding cap is also updated
• [ ] test that cap history is being captured
• [ ] test that cap areas are properly updated
