Changes to dead-end calculations for LOC-5703 #382

Fixes issues with correct-side routing.

The recent commits are not related to the dead-end calcs and kind of accidentally ended up in this branch and PR. However, those changes don't affect routing, and are used by the upcoming router test kit changes to support more automatic test run creation, so I think it would be great to push those changes through for testing as well. There should be no further additions to this PR, I think we can go ahead with deploying it to test.
