Data issues in Statistics & Reporting #1141

Issue found while testing #1027 Connecting this ticket with #1135

User: Travis Clark as 1) Report for HR admin: Excused employee Summary Total employees in BC Pension Corp: 689 and in BC PSA - 736, The expected total number in the chart must be 1425 but in actual the total is 1426. 1) Completed conversations by Topic Org: BC PSA Discrepancy in performance check-in count The chart displays a total of 841 completed performance check-in convo whereas report displays 843

due to our design, the chat will group items based on different filter setting. but our export report will always group items till level 4. that will cause the miss matching issue if some employees has multi levels. Discussed in our meeting and Jessica think it currently is a training issue.
