Make a way to record RUPs signed by AH on paper. #676

For all those still getting done on paper, and the few edge myra cases where we have no option but to mail it to AH, we need a way to capture these.

Down the line some day.

Manual Button was created but has not been made active as we need to have a gatekeeper of sorts. Thinking that we will put this function in Admin and then determine who gets access to Admin.
