Refinement notes: Need to add: stuff about github actions, cloudfront, s3, certificates (certs = sep ticket; define what vanity URL will be). todo: create sep ticket (DONE: https://github.com/bcgov/reserve-rec-api/issues/4). Once the vanity has been done then we can figure out how our cloudfront is going to run things. Nice to have = vanity chosen before this ticket. (or at least, it's needed for prod).
