Change basemap from Stamen Toner Light to Gray #271

We noticed that support for the free service of Stamen basemaps is ending on October 31 2023 (details in https://maps.stamen.com/stadia-partnership/).

Update the app to use the legacy Esri "Gray" basemap instead.
