The them for the BCGov deployment of Aries VCR (OrgBook) is currently versioned together with the rest of the repository.
This approach is outdated/incorrect, as the BCGov theme is deployment-specific and should therefore not be included with the "base" project.
The build script for the client already supports plugging-in themes from other sources (see build-theme.js) so we should move the non-default themes to a separate repository.
