Fix fluid dupe #103 #105

This commit will fix unlimitied fluid dupe when tank controller have less than 10 mb left. All versions affected with this issue.

Hmm you are right. I wonder how this survived undetected for ~3 years... i guess the conditions (<10 mb and not being to send all of them in 1 go) are somewhat uncommon. Thanks!
