14 output both 24k and 48k spectograms #23

Implements #14 Requested sample rates can be listed in config.yml Keyframe extraction code (including convertion to .wav) will be run for every sample rate given.

@Veldhoen I've merged it with main (which was already merged with the filtering-edge-frames-code), tested it in both docker and the unit tests, which seem ok. Code seems ok enough for now.

Don't have time probably to check out and merge the provenance branch, but will do so first thing tomorrow. (and then continue with the workerize work)
