remove issue template used by Slate #17

not needed and misleading for Beeeminder

Second part is clearly bogus for Beeminder.

Though maybe you want to keep "If this is a question or feature request, make sure to: The title starts with Question: or Feature:." part.

Though maybe it is intended as "running this website on Windows server is not supported", not as "API is not available on Windows computers"? In such case it still probably should be clarified, people are extremely unlikely to host this docs on their own.
