NotImplemented Data Type getItem implementations #726

I implemented the getItem function from the NotImplemented Data type and deleted the functions (the fixed ones) from the notimplemented list in the tests.

I'm not sure why the PR shows so many more changes (ie conf.py file), is this normal?
