Ability to downvote nonexistent comments #245

If possible to implement, we should have the ability to downvote certain 
comments that do not exist, as they fail to improve the discussion as compared 
to similar comments that do exist.

Obviously, in this case some nonexistent comments should be upvoted for 
improving the discussion by not being present.

Haven't we sort-of run in the other direction with comment retraction anyway?
