New "Last Three Months" filter #291

Our top content for the past *month* isn't, on average, as awesome as our top 
content for the last *three months*, and the step from "This week" → "This 
month" → X → "This year" feels like it's missing something. Provide a "Last 
three months" option in the "Top" "Filter" list, and make it the default 
selection for "Top".

We want this to be the default - right now I think the "Top" posts defaults to 
1-day top posts, which are often awful.  -- Eliezer
