Replace comment "Vote up"/"… down" with … #298

Our current comment voting suffers from at least two sub-optimalities that 
could be improved by two mutually incompatible changes.

1. Unclear purpose:
It's not clear what a vote is for and when it should be given. There [weasel] 
may be a community near consensus [/weasel] that users should upvote what they 
want to see more of and downvote what they want to see less of, but this is not 
obvious in the user interface. Relabelling the voting controls to something 
like "More" (tooltip: Encourage comments like this)/"Less" (Discourage comments 
like this) would improve the discoverability of the user interface and likely 
improve the quality of comments.

2. Separate agreement from liking:
Lesswrongers should attempt to separate agreement from liking, but we have tiny 
little monkey brains, and a single pair of Vote up/ Vote down controls don't 
make this easy. Providing "Agree"/"Disagree" and "More"/"Less" (or 
"Like"/"Dislike", or "Encourage"/"Discourage", or…) controls would make it 
much easier to voice disagreement with a well stated argument while still 
encouraging its author.

This feature needs further discussion with the community. Please estimate the 
work involved, but don't start coding.
