Promotion mucks up article order in navigation #317

Go to YVain's index post on game theory:

open up the "navigation" tab at the bottom of the article.

Step forward along the "game theory" tag.

Notice that this takes you to "Nash Equilibria and Schelling Points", despite 
the fact that "Backward Reasoning Over Decision Trees" came first in the 
series. This is because Backward Reasoning was later promoted, and somehow had 
its publication date overwritten with its promotion date. Note that Backward 
Reasoning is now listed with a publication date of June 30th, while many of its 
comments are from June 28th.

When an article is promoted the publication date is updated to the current 
date. This is so that newly published articles don't appear in part way down 
the promoted list. This does cause issues though as identified here and in the 
ticket that I've merged this into.
