Draft article/comments voted down? #393

What steps will reproduce the problem?

1. Create a new, meaningless test article.
2. Post it to "Drafts of <username>." 
3. Put some inane comments on the article you just created.
4. Wait for someone to come along and downvote your test article and/or 
comments.
5. Watch your karma go down.

What is the expected output? What do you see instead?

I would expect that other people can't see draft articles or comments posted to 
those draft articles. I *certainly* would not expect them to be able to 
downvote them.

What version of which web browser are you using? On what operating system?

Safari 5.1.9 on OS X 10.6.8

Please provide any additional information below.

So apparently you can't see others' draft articles, but you *can* see comments 
made on those draft articles. What sense does that make?

The draft articles are the same as a normal articles, just with a draft flag to 
hide them. As a result they inherit all the normal comment behaviour of an 
article, except that the author is the only one that can comment.
