Happens for any selection clock type when sentence display is on.
Steps to replicate
Select settings e.g. Digital, 24hr, Sentence only.
Scroll the hours button up through 11 to 13. The time sentence is displayed for 11:00 (shows "Eleven O'clock") and 13:00 (shows "One o'clock") but nothing for 12:00.

Found on IE/Firefox/Chrome - not a browser issue.
