can some one provide the instruction to install pcaphar viewer software locally 
on windows machine.

I you want only the harviewer, you can get it installed on you web server on 
your windows machine. The source is available at 
http://code.google.com/p/harviewer/.

If you want to convert pcap to har, and then view it. You can do it separately 
using the pcap2har software, and harviewer. 

This project is simply a wrap of the above two and using Google AppEngine for 
serving them. You don't have install anything locally to use it. Thanks.
