Implement version 2 stamp files

Muddle 2.3 could do with a version 2 stamp file format, to explicitly match the 
Repository class and its friends.

It must, of course, continue to be able to read version 1 stamp files, and it 
would be nice if it continues to be able to produce plausible version 1 stamp 
files as well (just in case).

NB: This item thus includes adding a VERSION item in the stamp file itself.

(motivation: I don't *entirely* trust the edge cases of version 1 stamp file 
support in muddle 2.3, as the internal mechanism used for repositories is so 
very different.)
