Doing a "muddle pull _all" will also checkout anything that hasn't yet been
checked out (for instance, because it was newly added to the build description).
Sitting at the top of src/ and doing "muddle pull" will pull everything *that
already exists* as a checkout, but will not pull any new checkouts.
This is confusing to a user, although natural given how the command at the top
of src/ works.
It would be nice if it did the non-confusing thing.
