Define system actors #43

Like #40, ADRs often need to refer to other systems. This needs to be done without referencing names of Red Hat interna; systems. We need to establish a common vocabulary and have a mechanism for extending vocabulary as we need to talk about additional systenms.

With the work of #40, I think this is closeable.
