Bbb playback with constrained time

It would be useful to provide the playback tool 2 more command line parameters:

• starttime
• endtime When these are present the recording view time is constrained and the user can only navigate between these timestamps. In this case web could register a lesson and then split in Pieces ti create an asyncronous learning object. Example: starttime=10m23s&endtime=32m12s
