switch from panel to plotly dash #1

panel is really code and was making progress on multi-page app but 1) standard mapping component folium looks beautiful but not built for 2-way interactivity 2) users share the same state (change station code for one users changes for all)

more than once in the docs and the components like folium say the scope is not for apps, but for viz.

will tear down and build up using plotly dash a user interface library for creating analytical web applications

fully switched in cad5ce49a1f9016b09b179726948fbc1b2b25a70 better, but still fiddly
