upload_to_ucsc create redundant my_tracks.ra entries #14

What steps will reproduce the problem?
1. upload a track twice
2. look in my_tracks.ra
3. observe multiple identical entries

This may have been fixed with the introduction of read_ucsc_config and
write_ucsc_config. Need to confirm, but no local UCSC mirror ATM.
