Derived BCO shows Something went wrong for empty domain

Describe the bug If the old BCO has a empty domain, then the corresponding domain in the derived BCO shows "Something went wrong" and doesn't allow edits

To Reproduce Steps to reproduce the behavior:

1. Go to (https://test.portal.biochemistry.gwu.edu/viewer?https://test.portal.biochemistry.gwu.edu/BCO_000011/2.9)
2. Click on Derive New BCO Draft
3. In the derived BCO, click on Extension Domain
4. See error

Expected behavior A black page of Extension Domain that allows editing
