Protects from #94 by not allowing py38

Would you consider leaving the issue open after merging this branch? I would kind of hate to mark the issue as closed as this is just updating the readme to explicitly state being tested on python 3.5 and 3.6. Hopefully the details I provided in the write-up and investigation of the original issue will be helpful in the future to anyone that sees it (and may be able to fix it), if it's left open.
