This is a proposed outline for the admin doc for https://github.com/biometricITC/cPP-biometrics/issues/415. This is based on the BIT doc and probably needs some more edits but should be a good start.

Notes about the document:

• participation requirements may not be needed here
• Voting should reference the ToR requirements
• Voting member size could act almost like an IT for requests that may come in as a separate IT would not be created (and these would not go to the general IT)
• It isn't clear if the member voting size is needed and isn't intended to limit the overall number of people/orgs that can participate
• There may need to be an additional participation bucket for liaison groups and possibly for SMEs to provide information but not directly participate in the group
• membership changes are taken from the IT doc with little change
• It should probably be clear that the access list review would lead to revoking access

I have made updates to the document based on the last call and another read-through of the document. Dates have been updated targeting the next call for approval.
