Command-line frequency correction parameter for rtlsdr dongles #29

Frequency correction is unnecessary for Mode S and adds complication. Max frequency error of RTL dongle is 100ppm or 109kHz @ 1090MHz, less than 3% of the bandwidth of the signal.
