Questions about automatic resolvers selection

I see only the dnscrypt-proxy service gets automatically started on boot, so if there are better resolvers, or even current one doesn't work, will it be able to change resolvers automatically?

Yes, often times the resolver the app chooses have some issue so I need to turn off dnscrypt to continue connected to the internet
