Ros2 driver webots #52

Here a ROS2 node for the webots simulator. Not sure if this is the right location for it now but it needs to be merged into webots ros2 anyway.

works with 2023b

It's now merged on https://github.com/cyberbotics/webots_ros2/pull/872 so I'll close it. I don't think we should add anything ROS related to this repository
