Add Kiwi IRC #147

Kiwi IRC is a modern IRC Client, that supports picture embedding, automatic conversation of huge text walls into pastebin and many more features.

I'm not sure I want to direct people to a web client not operated by the IRC network. Apart from that, if I do anything to the IRC recommendations here it will probably be to change the recommendation Libera as it seems like most people moved over.

That commit was from September 2020, so yes, now is Libera recommended

Kiwi is a long trusted software, and you can sef host it

Idk what you mean with 'the IRC network'
