Set up structure of testing, includes the following

integration test runner
unit test runner
npm run test
npm run test:unit
npm run test:integration
empty test files for all unit tests
empty test files for all integration tests
markdown file with vscode debug config for unit and integration tests

Follow Ups:

will need to make the test runners take configurations so we can run our CI properly
