An extended panel that can contain several filter descriptions.

As filters are added the GUI should allow the user to set if the filters
are joined with AND or OR.

The panel should be designed to fit as a childpanel to another.

Configurable options:

* restrict input to a single filter
* restrict attribute filter op types allowed

Suggested name is WebGIS.FilterPanel
