Manage Files For Client Lists all file #440

What steps will reproduce the problem?
1.Go to clients
2.Pick a client
3.Select manage files

What is the expected output? What do you see instead?
To see all the files for that client.
All the files on the site are listed.

What version of the product are you using? On what operating system?
r451
Mac OSX
