It seems that OneDrive was broken for a short while. Now it should be normal and accessible.

Thank you for sharing the dataset. I tried a few times to download the data but failed. Would you mind packing the dataset into smaller zip files?

Dear AnarchistKnight, The best way of downloading IRS is using the synchronization function of OneCloud. That is, you can firstly save it into your own OneCloud account, and then let the local OneCloud software synchronize it on your computer. I found this way more stable.

I tried but i failed. I guess mostly because I only have poor 5GB storage for my OneDrive Acount. Do you think I should buy a large storage?

Yes. I think it should be the fastest way. Even we cut the files into smaller chunks like 5GB, I have also experienced downloading failure while the synchronization function worked. Sorry for the bad experience from OneCloud.
