not to watch live, but to encod 1080p video 4k encoding is it possible with this + drive link to upload it to the online viewing site so that everyone can watch 4k even if they do not have the program

There are many upscaling programs out there that use the Anime4K shaders. Anime4K is just a set of shaders meant to be used with mpv-based video players.

I would recommend you not to upload anime randomly to the internet, as that could lead to potential copyright issues. If by “everyone” you mean sharing with your friends, then I recommend setting up a Plex server instead.
