Add Detroit specific translations #4427

Create jurisdiction_override folder in page_content
On translation reads have the translations merge between this and the primary translation files
Place Detroit languages here
Remove fields that are identical to core so that they are only in the already existing translation json files

This is the same pattern HBA uses and we can use that as a reference

Note: as we pull in features from Detroit to core we will want to also have the translations moved to the non jurisdiction_override folder

Note: we will need to get new Bengali and Arabic translations for things that are in the core repo but not in Detroit. That will be part of a separate ticket
