Update for Chef 12 Support #2

This update provides for Chef 12 support as well as Chef 11 backwards compatibility and now works for Ubuntu 14 as well.

This also adds Chef 11 and Chef 12 test-kitchen verification. All Chef 11 and Chef 12 test kitchen runs converge and some fixes were provided so that serverspec for start-beacon verifies the Upstart service as well as connect and listen overrides.

This corrects the bfdd-beacon service going down for too many restarts and adds the ability to override which interface the bfdd-beacon daemon listens to.

The release is bumped to 0.4.0 for flaging the Chef 12 support.
