At the moment, a third party labeller can use !warn and !hide to override a user's stated labeller preferences - forcing content behind a warning, or to vanish. The end user does not have any control over this behaviour, which is inconsistent with all other labels.
Users should be presented with a toggle or other preference in the label configuration pane to 'Allow this labeller to moderate content not listed here' or something, with toggle options for 'hide content' & 'block content' (which should allow the user to downgrade block to warn).
