can you give more information- themes (shouldn't) have to be marked compatible or not.
I am not sure I have understood your question! I use Moodle 2.6.4+ (Build: 20140724) and Elegance Release 2.7.0.06 (Build: 2014070401) As you can see from my Moodle test web site, www.cefr.net/test ,the choice of the language has no effect on the text.
I see the issue now:
Theme settings where you can input text are not passed through text filters. I'm not sure if this is an elegance issue or a Moodle issue, I will investigate.
As you can see from my website, www.cefr.net/test , the Front site summary works well regarding the choice of a language so the strictly Moodle features behave as expected. Only the features specific to the Elegance theme behave incorrectly. Note the the Essential theme has the same issue: https://github.com/DBezemer/moodle-theme_essential/issues/7 ( I don't know to which extend these two themes are connected together...)
This theme does not seem yet to be compatible with the multi-language content filter
