Update Chart.js, wp-scripts, rebuild and test with WordPress 6.7.1 and PHP 8.4

• WordPress 6.7.1 is now available ( 21 Nov 2024 )
• wp-scripts is now v30.5.1 ( 18 Nov 2024 )
• PHP 8.4.1 is now available (20 Nov 2024)
• Gutenberg v19.6.4 ( 2024-11-18)

Requirements

• [ ] Update sb-chart-block to use the latest version of Chart.js,
• [ ] rebuild with the latest wp-scripts
• [ ] test with WordPress 6.7.1
• [ ] and PHP 8.4.1

Update chart.js to the latest version

We need the UMD version of the files, which I downloaded from cdnjs
