As much as I love the idea of RBokeh, I don't think it is actually likely that anyone will ever take up the task of maintaining this project at this point. I would like to propose that we add a disclaimer to the README that clearly states that RBokeh is no longer maintained, and then to set the repository to archived state.

@hafen alternatively if you would like to move this repo into your personal account, and out of the Bokeh org, that would also seem reasonable to me (modulo any concerns from @bokeh/core)

I have updated the README to read only "RBokeh is no longer actively maintained" @bokeh/core unless there is discussion I will plan to archive the repo by the end of the week.
