Upgrade NCL to 2.1 on Sourceforge #4

Brownie currently uses the NCL distributed by Paul Lewis before the SourceForge 
version. The 
version on sourceforge has many more features and is improving rather rapidly 
(and can compile 
under gcc 4.3) so moving to this version would help the program in both long 
and short term.
