Define few traffic categories #69

Should we leverage categories such as those defined in https://www.gsma.com/newsroom/wp-content/uploads/NG.135-v1.0-1.pdf

I could move the traffic categories to the appendix and quote the above doc. We could stick with the existing ones but leave it extendable for future?

The current PR removed all values except 0 ("any") from the draft but leaves 1-63 for future assignments.

I think it is better for -00. We can prepare text for future versions.
