Bountysource was engineered to sync Github data but this is now causing app & DB loads, syncing and maintenance issues.

Bountysource bounty closures are failing or being delayed due to syncing issues while the site issues persist and fixes are undertaken.

This means bounty hunters cannot claim bounties.

Add an admin feature to manually close bountysource issues.
