Removed old CLA workflow #127

Removed CLA GitHub action. To create a secret for an organization that can only access private repositories (like the repo to store the cla signatures), a paid plan is required. Having an unprotected public repo to store the signatures would not make sense, as it can be modified.

As an alternative, cla-assistant was configured.
