Update for TUT (dev_nn_datapoint) #1748

This PR revises and updates the developer tutorial for neural network data point (dev_nn_datapoint), including the following files:

dev_nn_datapoint.tex
dev_nn_datapoint.pdf
its readme.md

Key changes:

Ensured consistency in the property format (changed from stringlist to cell for TARGET based on Giovanni's suggestion).
Applied necessary adjustments following the previous point.
Updated command-line instructions for creating example data.
