Revisit setting up teams #93

While reading Mastering Issues, the page stated two conventions for using @mentions.

Even if we move around different teams, certain folks still have knowledge across teams and would be able to help with certain questions. If we set up a masterserver team, others can use it in their issues to call our attention when they need to ask a question:

Looked into the issue for my station. I'm getting a 1 back from the MS when I think it should be a 2.
