Vertical Tabs On Reload Does Not Trigger Spin Animation #34040

Description

On Ubuntu 22.04LTS (ThinkPad X1 Carbon Gen 10 if relevant) when loading/reloading a currently focused tab the icon in the tab bar when it is collapsed does not spin. An important note is that this works on other OS such as Windows, but not Ubuntu.

Steps to Reproduce

  1. Reload a currently focused page with the tab-menu collapsed.

Actual result:

Icon is only the X icon without a spin animation

Expected result:

Icon X has the spin animation to show the page is reloading

Reproduces how often:

Easily Reproduced.

Brave version (brave://version info)

1.59.124 Chromium: 118.0.5993.117 (Official Build) (64-bit)

ThinkPad X1 Carbon Gen 10 isn't relevant to the issue. That's a nice setup though.
