Feature request: Disable predictions on metered connections #4762

Description

On metered connections (eg mobile phone internet), the following options can eat a lot of data:

I love to use them on unmetered connections (eg my home WiFi), but I can't be bothered turning them both off and on each time.

Would you consider a feature:

Disable prediction on metered connections

Or similar with the intention to minimise data usage if the connection is metered?

Miscellaneous Information:

Both iOS and Android set a flag indicating that a tethering connection is metered.

This repo is for the desktop version of Brave, which is probably the version least likely to know whether a connection is metered.

Please increase the priority for this issue! We need a toggle to disable the feature "Use a prediction service to load pages more quickly". Its a big downgrade and nogo to have this shit enabled by default at any phone which isnt permanently connected to a power source. Chrome has a toggle to disable it. According my tests this can consume easily twice the amount of battery on chrome and of course a lot of traffic aswell.

I cant understand this is getting ignored for years.
